拉致議連・家族会・救う会訪米団アピール(2007/11/14)

拉致議連・家族会・救う会訪米団は、本隊（平沼赳夫団長）の出発に当たり、
記者会見を行い、アピールを発表した。これは、米国における面会先にも英文を
手渡すこととしている。記者会見には、超党派の議員６名の他、家族会の横田滋
代表、救う会の平田隆太郎事務局長も参加した。和英文の全文は以下の通り。
■拉致議連・家族会・救う会訪米団アピール
北朝鮮金正日独裁政権は、１３歳の日本人少女や米国永住権を持つ牧師をはじ
めとする多数の無辜の民を拉致し、その大部分をいまだに家族の元に返さず抑留
し続けています。私たち、日本の国会議員連盟（与野党約２００人加盟）、拉致
家族会、支援ＮＧＯ救う会は、この間、「拉致はテロであり、北朝鮮が被害者を
帰還させない以上、テロは現在進行形でいまも続いている、北朝鮮はテロ支援国
家どころか、テロ国家だ」と訴え続けてきました。拉致被害者家族と日本国民は、
かつてのイラン米外交官人質事件の時の米国国民と同じく、抑留されている人質
の解放の日をいまも待ち続けています。
この私たちの訴えを受けて、米国でも、拉致は憎むべきテロという声が、政府、
議会などのなかで高まっていました。昨年４月には、下院公聴会で被害者の母で
ある横田早紀江と救う会の島田副会長が証言をし、ブッシュ大統領が横田早紀江
さんと感動的な面会をしてくださいました。
私たちは、世界が力を合わせてテロと戦っている現時点で、拉致という国家テ
ロを容認するような政策転換を、米国政府がなすことはあり得ないと信じていま
す。米国政府はいま北朝鮮に対して拉致問題の解決を迫っていることも承知して
います。
しかし、米国政府は「北朝鮮のテロ支援国家指定を解除する作業を開始する」
と約束し、近く解除を行うという報道も多数出ており、私たちは強く危惧してい
ます。
そのような私たちの危惧と同じ認識に立つ米国議員の方々が、指定解除の条件
の一つに日本人拉致被害者の帰国を明記した法案を9月に下院に提出したことに
大変勇気づけられました。
私たちは当然、金正日政権の核兵器の完全廃棄を強く求めるものですが、それ
と同時に、拉致問題をはじめとする北朝鮮人権問題の解決も絶対譲歩できません。
米国政府、議会、国民の皆様に、現在進行形のテロである拉致問題の解決への一
層のご助力をお願いいたします。

Urgent Appeal by the Japanese Delegation

Agents of Kim Jong-il’s dictatorial regime illegally entered foreign
territory and kidnapped numerous innocent victims from over 13 countries,
including a 13 year old Japanese girl and a Christian priest with the
right of permanent residency in the United States. Despite the Six
Party Talks, this regime refuses to return the vast majority of victims
to their countries and families.
We, the Parliamentary League for Early Repatriation of Japanese Citizens
Kidnapped by North Korea, including around 200 Diet members from both
the ruling and opposition parties,, together with the Association of the
Families of Victims (AFVKN) and the NGO for the Rescue of Japanese
Kidnapped by North Korea (NARKN), appeal to you to join us in seeking
freedom for North Korea’s victims.
We have long recognized that each of these abductions is an act of
terrorism. As long as the victims are detained in North Korea, the
terrorism is ongoing, making North Korea not just a state sponsoring
terrorism, but an active terrorist state. While we fully support the
multi-lateral effort to denuclearize North Korea including complete
dismantlement of Kim Jong-il’s nuclear weapons, this is only part of
the solution. Therefore we are greatly encouraged that several members
of Congress share our concern and, in September, introduced a bill that
explicitly lists repatriation of Japanese abduction victims as one of
the pre-conditions to removal of the designation of North Korea as a
state sponsor of terrorism.
We are concerned, however, that based on the reversible act of
disablement of a single plutonium reprocessing plant, the U.S. State
Department has pledged to “start the work to remove North Korea from
the list designating “states sponsoring terrorism.” More alarming yet
are recent reports suggesting the State Department has now agreed to
lift North Korea from the list in the near future, thereby further
eroding any incentive for North Korea to cooperate in the resolution of
other issues including the abductions.
We seek the support of Congress and the American people in helping us to
bring about concurrent resolution of North Korea’s nuclear and human
rights violations and acts of terrorism, beginning with the abduction
issue. The importance of this issue to Japan, and ultimately to America’
s own security, is clear. Just as America’s collective resolve held
firm for the liberation of American diplomats taken hostage by a
belligerent Iran, the Japanese people will not compromise the fate of
innocent Japanese citizens to a terrorist state while the victims’
families painfully await the day when their loved ones are liberated.
