神戸から世界へ、北朝鮮によるすべての拉致被害者を救出するための声明(2008/05/24)

G８環境大臣会合の開催に伴い、明日２５日に神戸市・三宮で街頭活動を実施予
定の、家族会と救う会兵庫、そして地元拉致議連は、以下のメッセージ（日本語
版と英訳版２種）を発表しました。
Ｇ８環境大臣会合の開催に伴い、世界各国から神戸へお越しの皆様へ
私たちは、北朝鮮による拉致事件の被害者家族の団体である「北朝鮮による拉
致被害者家族連絡会」です。
本年は７月に洞爺湖サミットが開催されることになっており、ここ神戸の環境大
臣会合をはじめ、日本国中で主要会合が催され、世界の目が日本に注がれていま
す。サミット議長国である日本には、未だ解決されない重大な人権侵害であり、
現在進行形のテロである「拉致問題」があることを、世界の皆様に分かってもら
いたく、私たちは声明を発表いたします。
■神戸から世界へ、北朝鮮によるすべての拉致被害者を救出するための声明
日本には政府が認定した拉致被害者１７名と、その可能性が否定できない失踪
者が４５０名以上いる。またその被害は、現在分かっているだけで、わが国をは
じめ韓国、レバノン、タイ、ルーマニア、中国、マレーシア、シンガポール、フ
ランス、イタリア、オランダ、ヨルダンの１２ヶ国に及び、ほとんどが未解決で
ある。
北朝鮮政府はわが国に対し、数多の被害者の中から、５人の被害者とその家族
のみを帰国させ、その他の日本人被害者が死亡したものとして、数々の証拠を示
したが、全て偽物と判明した。それにも関らず、「拉致は解決済み」と強弁して
いる。
北朝鮮は食糧不足や燃料不足を理由に、国際的な援助を欲しているというが、
北朝鮮の国家指導体制は、金正日による軍事独裁であり、核・ミサイル開発疑惑
における６ヶ国協議を見ても明らかに、世界を欺き続けているのである。
Ｇ８環境大臣会合の開催に伴い、神戸を訪れている世界各国の政府関係者、Ｎ
ＧＯ、そして報道関係者には、「北朝鮮による拉致」が、日本と海を挟んだ隣国
で続いていることを、そして北朝鮮がそれを隠蔽して世界を欺こうとしているこ
とを、決して見逃さず、全ての拉致被害者を救出するために、皆さんの立場で出
来ることを為していただきたい。

We are the members of ‘Association of the Families of Victims Kidnapped
by North Korea’ which is composed of whose sons or daughters are
missing as a result of North Korea’s activity of abduction.
The world is now watching Japan for many international meeting are held
in Japan such as Summit of Environmental Ministers in Kobe, preceding the
Toya-ko Summit, which will take place in July.
Here we announce a statement which will realize our wish of informing the
world of the fact that Japan owns an unsolved problem of serious human
right abuse and of the terrorism now going on.
The statement to save all the abducted sacrifices in North Korea,
announced in Kobe conveyed to the world.
The government has approved 17 abducted and 450 people are missing
suspected to have been abducted.
This range of sacrifice extends as far as South Korea, Lebanon, Thailand,
Romania, China, Malaysia, Singapore, France, Italy, Netherlands and Japan,
as far as we know today and almost all these cases remain unsolved.
The North Korean Government has allowed only 5 victims and their families
to be back home from among a great number of victims and presented many
documents that would testify the deaths of all the found untrue. However,
they insist this problem of abduction has been solved.
North Korea demands international aid for the shortage of food and energy,
but is clear, judging from the six-party session, targeting the solution
of North Korea’s exploitation over its nuclear research and missile
technology that the ruling system of North Korea is the military diplomacy
controled by Kim Jong Il and they are actually going on deceiving the world.
We request that all the government officers, NGO workers, press editors now
in Kobe should do anything possible to promote the solution, focusing on
the fact that abduction is now on in a country next to Japan and that North
Korea is trying to deceive the world concealing their reality of crime.
