北朝鮮のテロ指定解除について強く米国の再考を促す?米全議員に再考要請(2008/07/24)

家族会・救う会・拉致議連では、昨日７月２３日夜（日本時間）、「北朝鮮の
テロ指定解除について強く米国の再考を促す」との米上下両院全議員に対する要
請文をメールまたはＦＡＸにて送付した。
米国政府は、８月１１日にも、北朝鮮をテロ支援国指定から解除する動きをみ
せている。家族会・救う会・拉致議連の働きかけで、米国は２００４年、「拉致」
も北朝鮮によるテロ支援国指定理由の一つとした。しかし、拉致が「現在進行形
のテロ」であり今も被害者が拉致されたまま苦しみ続けている事実を無視して指
定解除に動こうとしており、日米同盟の信頼を損なう恐れもある。
また、日米が協力して北朝鮮にかけた制裁圧力を、米国政府は核問題の解決の
みに使おうとしており、しかも日本への核の脅威を無視した中途半端な解決です
まそうとしている。
要請文は米上下両院議員向けであるため、３団体代表者名だけでなく、英文で
は、拉致議連の平沼赳夫会長、安倍晋三最高顧問など役員１２名の名前を連記し、
拉致議連２０３名全員からの要請文となっている。日本語、英語の全文は以下の
通り。

6月26日、米国政府は、北朝鮮の核申告を受け、北をテロ支援国リストから解
除する手続きに入ったと発表した。われわれはこの措置を大変遺憾に思う。8月
11日の発効前に、解除手続きを停止するよう、強く再考を促したい。
北朝鮮による拉致は、被害者が拘束され続けており、また、かなりの被害者が
今なお工作員（テロリスト）教育に当たらされていると見られる以上、明らかに
現在進行形のテロである。このことは、かつて駐イラン米国大使館員が長期間イ
ラン国内で監禁された事態を経験したアメリか国民は理解されるはずだ。
従って、指定解除の条件の一つである「過去６か月間テロ支援行為をしていな
い」ことが満たされていない。現段階でわが国の同盟国米国が、この国内法の条
件をあえて無視して指定解除を行うならば、北朝鮮は拉致問題に関する国際的関
心が低くなったと誤解し、被害者が永久に葬られてしまう危険性が高まる。また、
多くの日本国民が米国のこのような行動に深く失望し、日米同盟の根幹が揺らぐ
恐れすらある。
シリア、イラン、スーダン、キューバのテロ国家指定を解除しないのに、なぜ、
北朝鮮のみ解除するのか、まったく理解に苦しむところである。今や、北朝鮮の
核申告が「完全かつ正確」からほど遠いことは、誰の目にも明らかである。プルト
ニウムの量についてのみ申告があったが、核兵器製造施設の場所など極めて重要
な情報が抜け落ちている。ウラン濃縮の実態や核拡散についても何ら申告がなさ
れていない。こうした露骨に「不完全」な申告を受け入れた上で、それが「正確」
かどうかの検証手続きを議論するというのは欺瞞でしかない。
しかも、7月12日に出された六者協議首席代表「報道発表文」を見ると、その
検証手続きすら、きわめて曖昧である。申告が不完全で、かつ部分的検証すらで
きていない段階で、なぜ、テロ国家指定を解除するのか、率直に言って、われわ
れには理解できない。不完全きわまりない申告と引き替えに、北朝鮮は、日本や
世界にとって、そして日米同盟にとっても、何ら益するところなく、米国その他
から相当な支援を受けることになりかねない。
拉致被害者には、脱北者救援活動中に拉致された、米国民たる家族の夫であり
父である米国永住権保持者キム・ドンシク牧師も含まれている。バラク・オバマ
上院議員を含むイリノイ州議員団（キム・ドンシク家は同州居住）が、北朝鮮国
連大使に宛てて、同牧師の消息が明らかにされない限り、北のテロ指定解除に賛
成しないとの警告文を出してもいる（2005年1月）。
昨年11月、平沼赳夫拉致議連会長を団長とする三団体訪米団は、キム夫人から
託された請願書をクリストファー・ヒル六者協議代表に手渡した。訪米団は、イ
リアナ・ロスレーティネン下院議員、サム・ブラウンバック上院議員にも夫人を
引き合わせた。両議員は、同日中にヒル氏と会い、夫人の請願書の写しを渡すと
ともに、しかるべき対応を求めている。
ところが報道によれば、ヒル氏は、キム夫人の請願書を受け取った記憶がない
と述べ、米朝協議の場でも、一度も追及したことがないという。事実とすれば、
極めて遺憾である。米国政府が、「外交の柔軟性」の美名のもと、無原則な宥和政
策に陥ることを、われわれは深く危惧する。

Urgent Appeal to the United States
To Suspend the Process for Removal of North Korea from the Terror List
On June 26, the Bush Administration announced it had initiated the
process of removing North Korea from the list of state sponsors of
terrorism in response to North Korea’s submission of its nuclear
declaration. This action is deeply disappointing and we ask the United
States to urgently reconsider and to suspend this delisting process
before it takes effect on August 11.
North Korea is clearly engaging in ongoing terrorism by continuing to
detain Japanese citizens and other victims it has abducted over the past
thirty years. It is believed that at least some victims continue to be
forced to help train spies and terrorists for their North Korean captors.
Certainly Americans who recall the 15-month confinement of their
countrymen held hostage in the US Embassy in Iran should be able to
understand the nature of this terror.
Accordingly, the prerequisite to be delisted as a state sponsor of
terror that the country shall not have engaged in terrorism during the
past six months is not satisfied. If Japan’s ally the United States
continues on a course to delist the Pyongyang regime while disregarding
this condition, North Korea will certainly take it as a decline of
concern for the abduction victims. In turn, the danger increases that
the abductees will be forever lost to us. The resulting disappointment
of many Japanese could shake the foundation of the Japan-US alliance.
We also cannot understand why the US would delist North Korea whose
deception is well known while Syria, Iran, Sudan, and Cuba remain in the
list. It is obvious that the North Korean nuclear declaration is far
from “complete and correct.” In it, North Korea reported only the
amount of plutonium it admits to possessing while omitting other vital
nuclear information, such as the location of nuclear weapons and their
manufacturing facilities. Nor does North Korea provide information in
the declaration on its nuclear proliferation activities or the true
state of uranium enrichment.
Furthermore, according to the Press Communique of the Heads of
Delegation of the Sixth Round of the Six-Party Talks issued on July 12,
the verification mechanism remains vague and there is significant
concern as to whether meaningful verification is possible under the
current terms. We are left simply to wonder why the U.S. is so anxious
to delist Pyongyang. As it stands now, in exchange for its blatantly
incomplete declaration, North Korea will receive significant aid and
assistance at great expense to the U.S. and other members of the Six
Party Talks, while Japan and its citizens are not safer, the rest of the
world is not better off, and the U.S.-Japan Alliance certainly is not
stronger, as a result.
North Korea’s terrorism and abductions directly affect Americans as
well. A U.S. permanent resident Reverend Kim Dong-Shik, of Illinois,
who is the husband and father of U.S. citizens, is among North Korea’s
abduction victims. In January, 2005, the full Illinois Congressional
Delegation including Senator Barack Obama sent a letter to the North
Korea’s Ambassador to the United Nations demanding an accounting of his
fate. This was followed up by Reverend Kim’s wife in November, 2007,
when our delegation headed by Chairman Takeo Hiranuma handed Assistant
Secretary Christopher Hill a letter from Mrs. Kim for her husband’s
recovery. (Copies were also presented to Secretary Hill by
Congresswoman Ileana Ros-Lehtinen and Senator Sam Brownback.) According
to recent newspaper reports, however, Secretary Hill says he “has no
memory”of receiving her letter and that he has never pursued the issue
with his North Korean counterpart. If true, that is deeply regrettable.
It concerns us deeply that the current U.S. policy appears to represent
an unprincipled appeasement toward North Korea. We ask for your good
consideration and intervention to suspend North Korea’s delisting until
North Korea makes a “complete and correct” declaration and otherwise
demonstrates its willingness to honestly resolve these issues.
