■家族会・救う会・拉致議連代表団が訪米
4月30日から5月5日まで、家族会・救う会・拉致議連は米国ワシントンＤＣと
ニューヨークを訪れ、来たるべき米朝首脳会談に向けて米国と国連に全拉致被害
者の即時一括帰国実現を訴える。
参加者は家族会から横田哲也事務局長、飯塚耕一郎事務局次長（遅れて参加）、
救う会から西岡力会長、島田洋一副会長、拉致議連から山谷えり子会長代行（前拉
致担当大臣、団長）、渡辺周会長代行、松原仁幹事長（元担当大臣、遅れて参加）
、塚田一郎事務局長、山田賢司事務局次長だ。政府拉致問題対策本部から岡
本宰審議官らが参加し、訪米団を全面的にサポートしてくださっている。
本日（4月30日）は、日本を午前11時に出発し、現地時間の午前10時40分くら
いにワシントンに着き、午後2時から国務省のチャン次官補代理代行（日本担当）
を訪問した。
チャン代行は以下のように力強く語った。拉致問題についてはトランプ大統領
が安倍首相と共に積極的に取り組んでいる、自分たち国務省も全被害者が帰って
これるように努力している、国務省は拉致家族とともにいる。
明日（5月1日）は国防総省やシンクタンクの専門からと面談する予定だ。
私たちは訪米に際して訴えたいことを「訪米アピール」として英文で事前に準
備し、訪問先に届ける予定だ。ここに、その日本語原文と、英文を掲載する。

4月中旬の日米首脳会談において、北朝鮮に対し大量破壊兵器及びあらゆる弾
道ミサイルの完全な廃棄を求めていくこと、北が具体的行動を取るまで最大限の
圧力を維持することが確認された。その場でトランプ大統領は、「拉致被害者を
日本に連れ戻せるようできることはすべてやる」ことも約束してくれた。
私たちはこうした方針を全面的に支持すると同時に、日米両首脳のリーダーシッ
プに強い期待と感謝の念を表したい。
私たちにとって、全拉致被害者の即時一括帰国は絶対に譲れない課題である。
北朝鮮がでたらめな理由をつけて「死亡」通告してきた8人と、拉致したことさ
え認めていない「未入境」と通告された4人、それ以外の未認定被害者まで全員
が即時一括帰国しなければならない。それなしには、北朝鮮へのいかなる支援も
制裁緩和もあってはならない。
拉致被害者は日本人だけではない。アジア、中東、欧州諸国に加え米国人の拉
致疑惑もある。米下院は2016年9月28日、中国で失踪したデービット・スネドン
が、北朝鮮に拉致された疑いが濃厚として本格的調査を求める決議を採択してい
る。
北による外国人拉致は、身分の盗用や教育係の確保など国家的なテロ活動の一
環である。拉致被害者の帰国実現は、人道的課題であると同時に、完全かつ検証
可能なテロ放棄の一部であることも強調したい。私たちは決してあきらめること
はできないので、すべての被害者が帰国するまでの皆様のご支援を心からお願い
いたします。

for the Rescue of the Victims Kidnapped by North Korea
Spring, 2018
At the Japan-US Summit meeting in mid-April, both countries confirmed
they will continue the campaign of maximum pressure through strict
enforcement of international sanctions on North Korea until it has taken
concrete action to completely dispose of its weapons of mass destruction
and all its ballistic missiles. President Trump also promised at that
meeting to “do everything possible to bring the abduction victims back
to Japan”.
We would like to express our full support for this policy as well as
our deep appreciation and gratitude to the leaders of both of the United
States and Japan for their decisions.
The immediate return of all abductees, together, is of urgent
importance to us. This includes the swift return of eight Japanese
victims North Korea claims are dead for bogus reasons although it
acknowledges abducting them, four victims North Korea says never entered
the country, and other victims abducted but unacknowledged by North
Korea. No assistance should be provided to nor sanctions loosed on North
Korea without the return of every victim.
Japanese citizens are not the only abductees. There are also victims
from Asia, the Middle East, Europe and America. Among them are at least
three Americans being held by North Korea. The U.S. House of
Representatives, in a resolution dated September 28, 2016, called for a
full-scale investigation of the case of another American, David Sneddon,
who disappeared in China under circumstances that suggest he may have
been kidnapped by North Korea.
The abductions are part of North Korea’s state sponsored terrorist
activities under which foreign nationals are kidnapped to steal the
victims’ identities and educate North Korean operatives.
We want to emphasize that realizing the return of all of the abductees
to their homelands is an essential part of North Korea’s complete,
verifiable abandonment of terrorism, as well an essential humanitarian
action. We will not give up and ask for your continued support until
every victim has finally returned home.
