The Honorable Benjamin A. Gilman
Chairman of the International Relations Committee
House of Representatives
Washington, DC 20515, the United States of America
Dear Representative Gilman:
I would like firstly to introduce myself to you. My name is Hidekazu Hasuike and my son, Kaoru, has been abducted by secret agents of North Korea. Because of your leadership for the advancement of freedom and democracy in the House International Relations Committee and beyond, which has been widely reported in Japan, I believe you may have some interest in this terrible incident and be able to give us your thoughtful consideration.
I believe that the House task force on North Korean affairs, which you head, submitted a report to Speaker Hastert on November 3, 1999. In this report, you point out the actual and potential threat posed by the current North Korean regime to the national security of Japan and the United States. Indeed, North Korean agents not only penetrate our country but also have kidnapped quite a number of Japanese citizens in order to force these Japanese to “teach” Japanese habits and customs to North Korean agents. The Japanese government officially acknowledges that North Korean agents have kidnapped ten Japanese citizens including Miss Megumi Yokota, then a thirteen-year-old junior high school student, and my son, Kaoru, then a twenty-year-old college student. In addition, this inhuman crime is taken up in the Perry report.
We, the victims’ family members, have united staunchly to get back our beloved sons and daughters. We met Prime Minister Obuchi and then Foreign Minister Komura on March 4, 1999, and Foreign Minister Kono on December 27, 1999. All of them promised that the Japanese government would make every effort to help us. However, to our regret, the North Korean regime seems unwilling to negotiate with countries other than the United States, and no substantial progress has been made under the Clinton administration. Worse still, neither the Japanese government nor the U. S. administration appears to stand firm against this terrorist state.
It is reported that Speaker Hastert will introduce draft legislation concerning the re-examination of North Korean policies based on your report this April. We strongly hope that the abduction of ordinary citizens by the terrorist state be discussed in the legislative process.
More than twenty years have passed since my son was kidnapped, and my remaining life is not very long. We are determined to go to Washington or anywhere else and testify in order to help our sons and daughters, and meet them again while we live. We should also like to hold a press conference in Washington to bring this terrible series of incidents to wider world attention. We hope you can spare time in your busy schedule to give us any advice and help.
Respectfully yours,
Hidekazu Hasuike
